bug fixed: when editing entry in admin list an error was shown that public index is missing | and done a lot of stuff for pages_cost

- streamlined index_check_field (was very unstructured)
- bug fix: status.php a missing $ sign for variable added
- splitted config into local and general
- beginning of cost implementation

bug fixed: lang system wasn't working properly causing in not sending proper mails, NOTE: change in config! added basepath variable

as admin its now possible to move people from waitlist to list, fixed bug, where comm_lang wasnt working for whatever reason - seems to work now

fixed: selection of "virgin" was alway preselected to "Ja"
fixed: pages_wl wasnt showing hash
added: statuss.php as copy of status.php to test the changes without redirect
fixed: changes to comm_generate_key to support multiple checks wasnt working properly
fixed: hint that it is only reg for waitlist broke design

check whether registration is open was inconsistent, centralised it to an already existing function and updated that

verboselevel turned off | in admin panel - list - now popup for editing included, not working yet though
